After a few tries I found how to make a glow effect with Gimp.

You must use two layers. One with the figure to glow filled in white and an other one a bit taller with glowing color. To make a tallest object just make a selection and grow it !

After applied some Gaussian blur to the second layer, that will make the glowing effect.
